Each community (sales, CS, engineering, …) is responsible to build their own level grids, and determine which skills are applicable to which level.

The main metric we use is impact. Impact is measured per community (sales, engineering, customer success, ….). Communities are responsible to continuously (re-)evaluate their level grid.
Rising to another level should be a significant event. This means that the difference in salary should make an actual difference for people (both in gross and net salary) and it means that rising levels should not be taken for granted. It’s a big step at Payflip to be promoted, and it’s something that we celebrate extensively at the company.
Every community has their own definition of impact in a certain level. People in the sales team should not be compared to the customer success team or the engineering team.
